Background Information

The Utah Transportation Commission’s Transit Innovation Grant Prioritization Process informs decision-making for the Transit Innovation Grants (TIG). This prioritization process follows the requirements set out in Utah Code Section 72-2-4 and Utah Administrative Code Section R940-6. 

The prioritization process is developed in consultation with the Utah Department of Transportation (UDOT) and the state’s Metropolitan Planning Organizations (MPOs) to guide programming for TIG. The process includes guidance for eligibility requirements, nomination processes, prioritization models, and ranked project lists. This page provides written documentation of the prioritization model applied by UDOT. 

The models are developed to run in a spreadsheet and produce a ranked list; projects with the highest scores perform the best within measured used. 

Projects will be scored using two models: Screening Criteria Model and Project Ranking Model.

• Screening Criteria Model - Submitted projects will be evaluated by the Transit Division staff through a pass/fail screening process which will determine their eligibility for TIG funding. Projects that fail to pass screening will be given recommended changes and follow-up from UDOT and will then need to reapply during the next application period.

• Project Ranking Model - The TIG Prioritization Model ranks potential innovation projects through the establishment and weighting of key project criteria. These rankings serve to prioritize projects and assist in determining the practical feasibility of their implementation.
