How To Apply
To apply for Transit Innovations Grant Program funding, please fill out an application online. If you begin entering information into the application form, you will be able to save it for later completion. UDOT hosted a webinar on June 29, 2026 at 9 am to provide an overview of the program and application process, and answer questions. A webinar recording is available online for those who are not able to attend.
To gain access to Blackcat complete these two forms:
Step 1 - Organization Information Form
Step 2 - New User Form - This must be completed for each person who will access Blackcat
Step 3 - You will receive from UDOT your login credentials. Login to BlackCat here
Ineligible Projects: Capital investments, large-scale engineering, and land acquisition are generally not eligible. If you are uncertain about your project’s eligibility, please reach out with any questions to UDOT’s Transit Division. Contact information is provided here.
Project Management
Local governments will be responsible for all aspects of project management, including procuring any necessary services, paying invoices, ensuring that the work completed aligns with the approved project scope, and adopting any finished products (as applicable).
Application Deadline
Applications will open on July 27, 2026 and are due by October 2, 2026 at 11:59 p.m. Applications submitted after the deadline will not be considered for an award. It is strongly recommended to submit your application in advance of the deadline. If you experience technical difficulties in submitting your application, please contact UDOT at the information found at the bottom of this page.

Before preparing and submitting your application, we highly recommend scheduling a one-on-one consultation with UDOT Transit Division staff to discuss your project and address any questions. These consultations provide valuable guidance on aligning your proposal with program goals, performance thresholds, and evaluation criteria. If you have questions or encounter technical difficulties during the application process, please contact UDOT for assistance.
